Constitutional reforms through the eyes of the scientific community

Tashkent State University of Law hosted a scientific and public discussion on “Constitutional reforms through the eyes of the scientific community”.

The event aims to establish an open dialogue between legal scholars and practitioners on constitutional reforms in Uzbekistan, to exchange views on this issue with domestic and foreign experts, to put forward relevant scientifically based proposals and recommendations.

First Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, Chairman of the Constitutional Commission Akmal Saidov and Rector of Tashkent State University of Law Akbar Tashkulov addressed the event.

Vice-Rector of the University, Doctor of Law, Professor Bakhshillo Khodjayev made a report on “Constitutional and legal foundations of competition and a market economy”.

As part of the scientific discussion, aspects of constitutional norms that restrict human rights and freedoms and create unlimited control by the state were analyzed. Attention was also paid to the discussion of existing constitutional norms that allow the economy to develop in conditions of excessive state influence, and legal gaps that impede the effective decentralization of state power. At the same time, reports were heard on such issues as the creation of constitutional and legal foundations aimed at forming a social state, minimizing environmental problems, scientific determination of the impact of digitalization on constitutional and legal institutions.

Scientists, professors, specialists of organizations in the system of the Ministry of Justice voiced their opinions on improving the Constitution of the Republic of Uzbekistan, including guaranteeing the inviolability of private property, as well as ensuring free scientific creativity, and the activities of public organizations.
