09:00 / 2023-12-05

Adopting the renewed Constitution has become a key event in Uzbekistan’s political and legal life.

The renewed Constitution gives new impetus to developing democratic governance principles, ensures the improvement of government institutions, and protects citizens’ rights. It sets essential tasks aimed at achieving higher social goals and strengthening the unity of citizens.

Time moves inexorably forward, and the need to match social relations with modern realities is becoming increasingly urgent. Analysis of changes in the constitutional document allows us to understand better and realize the prospects that have opened up for Uzbekistan citizens in the new era of legal and political reforms.

The past years have shown that static legislation can lead to misunderstanding and ineffectiveness in solving current problems. The revision of the country’s main legislative act was a response to changes in world politics, economics, and society, an essential step towards a modern government system, where the principles of justice, equality, and respect for the rights of citizens have a central place.

Adopting the renewed Constitution was not just a technical update. It was based on broad public discussion. Uzbekistan citizens have become active participants in the formation of the fundamental laws of their country, which is essential for ensuring general legitimacy and support for the new legal order.

The renewal process of Uzbekistan’s Constitution was accompanied by a thorough analysis and rethinking of key provisions, which made this document more reflective of the spirit of the times and relevant to the interests of citizens. An emphasis on strengthening democracy and protecting citizens’ rights has become essential to change.

One of the essential steps towards democratic development is the more active role of public institutions, such as civil associations, political parties, and other non-profit organizations. The renewed Constitution of Uzbekistan highlights the importance of their participation in forming public policy and control over the activities of government bodies.

The principles of equality before the law, protection of the rights of minorities (ethnic, religious, social), and guarantees of social support became essential elements of the renewed Constitution. This change in direction indicates the state’s desire to create conditions for a favorable social climate, where every citizen feels protected and respected.

The introduction of such changes indicates the country’s constant desire to improve its institutions and strengthen the principles of the rule of law.

The new Constitution focuses on the rights and freedoms of citizens, recognizing them as core values. In accordance with Article 34 of the Constitution of Uzbekistan, state bodies, organizations, citizens’ self-governing bodies, and their officials shall allow everyone access to documents, resolutions, and other materials relating to their rights and legitimate interests.

These responsibilities take on new dimensions in the context of consistent and sustained economic reforms. There is an active renewal in the transformation of the information sector aimed at ensuring freedom of information and expression in the country. At the same time, innovative methods and mechanisms are being introduced to maintain the constitutional right of citizens to become familiar with relevant information. This approach strengthens the principles of justice and inclusion, making society more open and democratic.

By comparing the new document with the previous edition, one can identify the evolution in protecting human rights. Consolidating freedom of speech, strengthening mechanisms for protecting the rights of ethnic, religious, and social minorities, and the active participation of public organizations in this process have become essential steps forward. Uzbekistan citizens now have more explicit and stronger guarantees, which is evidence of the desire to strengthen the principles of the rule of law.

Accordingly, the renewed Constitution not only considers modern challenges and needs of society, but also establishes norms that contribute to more active protection and promotion of the rights and freedoms of citizens. This step underscores Uzbekistan’s continued commitment to democratic change and building an inclusive society.

The primary purpose of the updates to the Constitution is to create socio-economic prospects for citizens. The state strives to ensure sustainable socio-economic development, which leads to an improved quality of life. Reinforcing the importance of social protection and citizens’ well-being emphasizes the state’s social responsibility to its people.

An important aspect is creating conditions to support families and children. Our state takes excellent care of them by taking various government measures to preserve and strengthen the family and provide support in education, health care, and housing.

The experience of developed countries confirms that the creation of suitable socio-economic conditions for fully realizing the potential of youth in the country’s socio-political life brings the expected results from ongoing reforms in all areas. Article 79 of the new version of the Constitution provides that the State shall ensure the protection of young people’s personal, political, economic, social, cultural, and ecological rights and encourage their active participation in the life of society and the State. Similar provisions are present in the constitutions of many foreign countries, such as Hungary, Italy, Portugal, Poland, and others. These standards also comply with the UN Youth Strategy 2030, the World Programme of Action for Youth, and the State Youth Policy Development Concept in Uzbekistan 2025. These steps aim to create a favorable social climate where citizens can realize their potential.

Thus, the renewed Constitution of Uzbekistan creates a reliable foundation for sustainable economic growth, stimulating entrepreneurship and innovation, and ensuring socio-economic prospects for citizens. These changes highlight the country’s desire to modernize and improve the population’s quality of life.

The renewed Basic Law of Uzbekistan considers the challenges of the modern world and defines strategic priorities for further development. One of the key areas is the formation of a sustainable and diversified economy. Uzbekistan strives for integration into the global economic system based on innovation, technological progress, and high competitiveness.

In the context of modern foreign policy challenges, the new Constitution focuses on strengthening international relations and partnerships. Uzbekistan is developing mutually beneficial relations with other states based on mutual respect and understanding. This reinforces our position in the global community and promotes the exchange of knowledge, technology, and experience. Uzbekistan actively participates in regional initiatives to strengthen peace, security, and sustainable development.
