Conducting elections at a high level also depends on the qualifications of the members of the election commissions

The Republican Working Group is conducting large-scale training of election commission members to ensure the implementation of the Central Election Commission's decision of May 24, 2024, “On the organization of advanced training of members of election commissions”.

– Professors and teachers of the Academy of Public Administration, the Law Enforcement Academy, the University of Public Security, the Tashkent State University of Law, and highly qualified specialists of the Ministry of Digital Technologies were involved in training members of election commissions, – said Maruf Jumayev, a responsible employee of the Academy of Public Administration. – The first stage of training was organized at the Academy on August 12-14, where 104 trainers from among the professors and teachers of leading universities underwent training and practice in preparing and conducting elections.

At this stage, workshops were held on proportional and majoritarian electoral systems, their features and distinctive aspects, and the features of a mixed electoral system. Over three days, the students studied in detail the innovations in the electoral legislation, the equipment of the buildings and premises in which the precinct election commissions are located, the procedure for receiving, issuing, and storing ballots, and organizing early voting in accordance with the procedure established by law.

In the second stage of work on organizing the training of election commission members, 944 regional trainers received such training and practical classes. In addition to explaining the main aspects of precinct election commissions’ activities, the measures of responsibility that can be applied to members of commissions who violated the law on election day were also explained.

As part of the special program, aspects such as the precinct election commission’s relationship with other participants in the electoral process (the media, observers, and representatives of the bodies responsible for maintaining public order) were not ignored.

At the third stage of training, regional trainers conducted practical classes for 624 chairpersons, deputy chairpersons, and secretaries of district (city) election commissions in the centers of the Republic of Karakalpakstan, regions, and the city of Tashkent. Also, republican trainers conducted educational and practical classes for 2,520 chairpersons, deputy chairpersons, and secretaries of district election commissions. 

At this stage, in addition to providing theoretical knowledge, practical classes were also held to prepare regional trainers for election processes. Skills were developed in checking the compliance of a typical polling station, ballot papers, ballot boxes, voting booths, and the offices of the chairperson, deputy, and secretary of the polling station with the approved regulations and taking measures to eliminate deficiencies.

From September 5 to 26 this year, regional trainers, under the guidance of national trainers, organized theoretical and practical classes for more than 33 thousand candidates for chairpersons, deputy chairpersons, and secretaries of precinct election commissions in all districts and cities of the country.

These days, practice is taking place at each polling station for the remaining members of the precinct election commission (a total of 110 thousand people).

In addition, a mobile application “Saylov-24” has been created, in which all training materials are posted. All members of the precinct election commission have access to this mobile application. These training materials are also printed and delivered in the Uzbek and Karakalpak languages.
