The constitutional reform is actively carried out in Uzbekistan. Associate Professor of the Faculty of Turkic Studies of the Tashkent State University of Oriental Studies, Candidate of Philological Sciences Çetin Yıldız shared his views about this process.
– In my opinion, modern developed society is an example of personal freedom. Several centuries ago, Sheikh Edebali said to Osman Gazi: “Oh, my son, let people live so that the state may survive!” This call is important as a gift of civilization to mankind.
The reforms carried out to improve the Constitution of the Republic of Uzbekistan show that the norms of human rights and freedoms have been expanded to the level of full coverage of the entire society. These reforms, based on the principle enshrined in the Constitution “person – society – state”, reflect the level of spirituality of the people. Therefore, amendments and additions to the Constitution are important for Uzbekistan to take its place among the developed states of the modern world.
In this process, many areas were taken into account, such as relations with neighboring and other foreign countries, women’s rights, social adaptation of citizens with disabilities in society, protection of compatriots living abroad.
Such a wide coverage further strengthened the sense of ownership of citizens in the ongoing reforms and increased confidence in the state. Uzbeks, no matter where they live, are proud of the state’s positive attitude toward its citizens. This creates a foundation for strengthening the sense of national dignity and unity.
The principle of confidentiality of private life allows a person to feel safe, as it is aimed at ensuring the personal integrity of a person. Government support for private enterprises further empowers Uzbekistan's people, who are historically successful in the trade sector. Creating a favorable investment environment will increase the share contributed to the country’s economy.
An article that provides for the possibility of applying to parliament with one hundred thousand signatures, from the point of view of the adoption of laws, is especially important for certain regions with special conditions. Thus, people with the help of the majority will have the right to directly bring to Parliament the essence of certain problems.
For Uzbekistan, maintaining a policy of peace with foreign countries, especially with neighboring countries, is a requirement of the time. When Atatürk created the Turkic state, the motto “Peace in the Country, Peace in the World” was chosen as a priority.
The family is the foundation of society. At present, reforms in family support are of great importance. The facilities and conditions that are created for the continuation of the family, especially for women, will certainly provide society with healthy young individuals.
Supporting the education system of the younger generation is an investment in the future. As a teacher currently working in Uzbekistan, I am sure that the reforms in improving the quality of education will certainly yield results.
The wide involvement of people with disabilities in socio-economic life, the creation by the state of appropriate conditions for their adaptation to society indicates that the goal of the ongoing reforms is to ensure the value and dignity of a person.
In general, I follow the constitutional reforms with great attention and fully support them.
