A Presidential Resolution “On comprehensive measures for the digital transformation of the internal affairs system” has been adopted.
The document emphasizes unifying internal affairs agencies’ information infrastructure into a single system and automating the analysis of criminogenic situations.
A Department of Digital Technologies and Legal Statistics and its regional branches will be established within the internal affairs structure. This department will implement and coordinate digital solutions, improve electronic public services, and ensure information security.
These efforts will be carried out in collaboration between internal affairs agencies and specialists in digitalization.
“A task has been set to digitize the internal affairs system and elevate it to a new stage”, said Bobur Allaberganov, Head of the Information Systems and Interagency Integration Department at the Ministry of Digital Technologies. “It should be noted that several digital initiatives have already been implemented in the field to enhance public safety and apply artificial intelligence technologies to crime prevention”.
For example, between 2022 and 2024, 33 information systems were introduced into the internal affairs sector. More than 240 data types from other agencies have been integrated, and 39 public services have been digitized. This indicates that a significant portion of activities in this area have been digitalized, enabling individuals and legal entities to access these services electronically.
As a result, nearly 14 million services related to the internal affairs sector have been provided through the Unified Interactive Government Services Portal. For instance, the service for issuing a certificate of permanent residence has been used 17,000 times.
In addition, applications for services such as obtaining permission to tint vehicle windows, replacing a passport with an ID card, and registering permanent residence take only about 10 minutes to complete. Previously, accessing these services required visiting an internal affairs office, submitting additional documents, and waiting in line, causing significant inconvenience.
With the adoption of the new Presidential resolution, efforts in this area will be further improved.
According to the resolution, four priority directions have been defined for the digital transformation of internal affairs agencies in 2025-2027.
All existing information systems, current databases, and data processing centers will be integrated into a unified system based on artificial intelligence technologies. This will significantly enhance the effectiveness of crime prevention efforts.
The management mechanisms for digital activities in the sector will be coordinated through a digital governance system. As part of this effort, a highly qualified digital team, composed of top-level specialists, will be formed.
In addition, crime and administrative offense statistics will be maintained without human intervention.
Managing legal statistics and operational reporting data will be fully digitized. This will reduce the time internal affairs officers spend on crime-fighting activities, thereby increasing efficiency. The system will also ensure that information security measures meet modern standards.
Furthermore, several key objectives have been set for digitalizing the internal affairs system. These include the introduction of advanced high technologies, ensuring information security, and developing the infrastructure of regional internal affairs bodies. A total of 18 major priority projects have been outlined in these areas.
A program is being developed to provide 10 government services to the population in proactive and composite formats. This means that when a citizen applies for a state service related to the internal affairs system, they will not only receive that specific service but also gain access to other related services without needing additional applications.
A list of data from 10 government agencies to be integrated into the internal affairs information systems is being compiled. As a result, internal affairs agencies can automatically retrieve the necessary information from information systems without requesting it separately from other government organizations.
Additionally, a concept for the implementation and development of artificial intelligence in the activities of internal affairs agencies will be approved. Based on the concept developed by the Ministry of Digital Technologies, a targeted action plan for 2025-2027 is also expected to be adopted.
