Prosecutor General's Office hosted a briefing on the Draft Presidential Resolution “On measures to radically improve the system for preventing torture in operational research, investigative activities and in the execution of punishment”.
The event was attended by media workers, leading specialists of Interdepartmental Expert Group on improving criminal enforcement legislation under the Prosecutor General's Office, and Commissioner for Human Rights of the Oliy Majlis of the Republic of Uzbekistan (Ombudsman).
Information was provided on the results of reforms to prevent torture, as well as on main provisions of the draft resolution.
The draft resolution is aimed at eliminating these shortcomings.
The draft outlines the main tasks of the Committee, namely, consideration of complaints from individuals and legal entities concerning torture; conducting pre-investigation checks in cases of torture; maintaining a unified electronic register of persons detained during criminal proceedings; ensuring compensation for material and moral harm caused to victims of torture, providing them with social, legal and psychological assistance; ensuring legal assessment of actions of officials who created conditions that facilitated the commission of torture and resolving the issue of their responsibility.
The draft resolution provides for development of a draft law “On national preventive mechanisms for prevention of torture and other cruel, inhuman or degrading treatment or punishment” based on the principles of international law.
