A round table conversation on issues of improving the legal basis for advertising has been held in the capital city Tashkent by the Legislative Chamber of Oliy Majlis (parliament) jointly with the State Committee of the Republic of Uzbekistan for privatization, de-monopolization and competition development.

At the event, the implementation of a law of the Republic of Uzbekistan on advertising was analysed, and issues of developing the advertising market and improving the enforcement of laws and effective legislation were discussed.

It was noted that the advertising sector was developing dynamically as a result of the creation of a firm legislative basis in the country. As part of state measures of support for the advertising sector, favourable conditions have been created for the effective work of entrepreneurship entities functioning in this sphere and for them to establish a foothold on the world market. Special exhibitions, training sessions and other events are being held. Modern information communication technologies are widely being introduced in the sphere.

Participants emphasized that with the development of information communication and media technologies, and the appearance of new goods and products, the issue of unambiguous interpretations of such concepts as advertisement and marketing communication arises. Therefore it is actually of significance to improve the legislation on advertising and to ensure that the enforcement of laws conforms with modern requirements, as well as to meet the requirements of the effective legislation and to increase the effectiveness of parliamentary control in this sphere.

With the aim of further improving the legal basis for the advertising market, a draft law “On making amendments and addenda to the law of the Republic of Uzbekistan on advertising” has been drawn up and placed on a government internet site and is up for wide public discussion.

“When doing advertising, it is very important that economic entities realize their social responsibility,” says the chief of a directorate of the State Committee for privatization, de-monopolization and competition development, D.Azimov.

There was also discussion of issues of protecting rights of consumers using telecommunication services, particularly banning the spread of advertisements in networks without the prior consent of users or addressees.
