A proposal put forward to further improve the status of mahalla

The Head of the state Shavkat Mirziyoyev held a meeting with members of the Constitutional Commission on proposals received regarding the introduction of amendments and additions to the Constitution.

At the meeting, it was emphasized that the reflection in the Basic Law of strong legal norms that can give specific answers to such questions as “What is the role and significance of the amendments and additions to the Constitution in society? What will the constitutional reforms bring to ordinary citizens on the way to ensuring the well-being of the people, the prosperity of society and the state?” is the requirement of the times.

The Head of the state considered some important and relevant proposals received from our people to the commission, and on this basis, proposals were made in four areas.

In particular, in the third direction, concerning the development of a free and fair civil society to assist in strengthening the status and influence of citizens’ assemblies in society, it was proposed to specifically enshrine the status of the mahalla and the corresponding tasks of state bodies in the Basic Law.

When it comes to mahalla, we can note with satisfaction that this is a unique structure, rarely found in the world, which helps a person to live in a spirit of tolerance, harmony with society and performs the function of a reliable bridge between the people and the state. Each of our compatriots, regardless of their nationality, language and religion, cannot imagine their life without mahalla.

For our people, society begins, first of all, with the mahalla. Carefully preserving our national customs and rich spirituality, this institution has remained for centuries the abode of kindness and education, the center of good neighborliness and solidarity.

That is why the Head of our state noted the need for a separate consolidation of the principle that the mahalla is not part of the system of state authorities, but can independently resolve issues of local importance and receive support from the state for these purposes.

In a word, the constitutional reforms will contribute to the consistent continuation of the large-scale reforms being carried out in the country, respect for human honor and dignity, and ensure a prosperous life for our people.
