As part of the visit of the Federal Chancellor of the Federal Republic of Germany Olaf Scholz to Uzbekistan, the Academy of Public Administration under the President of the Republic of Uzbekistan launched a joint educational program of the two countries – the School for Training Management Personnel was opened.
In recent years, relations between Uzbekistan and Germany have been developing based on large-scale cooperation. The relations between the two countries cover the political, trade, and economic, social, technological, and cultural-humanitarian spheres. Intensive political dialogue between the two countries’ leaders creates a solid foundation for new effective initiatives.
Currently, more than 200 enterprises participating in German investments operate in Uzbekistan. Cooperation has been established in the country’s market with leading German manufacturers such as Deutsche Kabel, Knauf, Claas, Papenburg, Falk Porsche, well-known companies Siemens, BASF, Thissen Group, Roland Berger, and Adidas Group. Relations with Deutsche Bank, Commerzbank, and Landesbank are developing.
In particular, a joint educational program based on a concept developed in cooperation with the Academy of Public Administration under the President, the Public Service Development Agency, the Hanns Seidel Foundation, and the Bavarian School of Administration – School for Training Management Personnel aims to create a reserve for senior positions in districts and cities.
President Shavkat Mirziyoyev and Federal Chancellor of Germany Olaf Scholz took part in the event remotely and officially opened this complex.
The ceremony was attended by the Academy’s leadership, professors, teachers, researchers, heads of the Agency, ministries and agencies, and officials of the partner party.
Rector of the Academy of Public Administration under the President of the Republic of Uzbekistan Adham Bekmurodov spoke about the prospects of this educational program. He paid particular attention to the practical work in Uzbekistan to train management personnel with modern knowledge and skills, who have mastered advanced foreign experience.
As noted, each country’s development, prosperity, and future depend on its employees’ potential. From this point of view, it is gratifying that a new system for training management personnel is being created in the rapidly developing New Uzbekistan. Naturally, in this same process, along with the use of national experience, attention is paid to studying advanced foreign experience. It is known that Germany is one of the most advanced countries in the world in terms of quality assurance in this area and occupies high places in world rankings. Therefore, it is not without reason that this program is expected to produce high results in creating reserves for leadership positions in districts and cities.
Based on this 17-week project, students will undergo training at the Academy for 6 weeks away from their workplace, 8 weeks of independent training at the workplace, 2 weeks of internship in ministries and agencies, and another 2 weeks of internship in territorial hokimiyats. Based on the certification results, 20 students who scored high will undergo training in Germany for 9 days. The Hanns Seidel Foundation will cover the costs of traveling abroad.
In the first season, 56 students will be covered by the curricula of the programs “Political, legal and socio-economic foundations of public administration”, “Urban planning and construction industry, utilities and housing and communal services, implementation of the green space program”, “Support for foreign trade at the local level”, “Modernization of agriculture and food security”.
The initiative provides a broad opportunity to support the socio-economic development of management personnel, improve their professional skills in attracting foreign investment, and become familiar with advanced foreign experience.
“Our team began operating in Central Asia 22 years ago”, says Max Georg Meier, regional project coordinator of the Hanns Seidel Foundation. “Today, we contribute to the professional development and retraining of employees of state bodies and local governments in Kyrgyzstan, Tajikistan, Kazakhstan, and Uzbekistan. In Germany, due to the scarcity of natural resources, special attention is paid to developing human resources, especially the training of young potential leaders in public administration to achieve development. In recent years, Uzbekistan has been rapidly reforming all sectors. Undoubtedly, this joint project will serve the overall development of our countries”.
At the event, the importance of cooperation, its contribution to the further development of Uzbekistan’s public administration system, and the expected mutual benefit were discussed.
At the event, presentations were made on the program. Participants and listeners received detailed answers to their questions. During the discussions, it was decided to develop appropriate measures to implement long-term plans and projects.
