A constitutional norm ensuring equality and inclusiveness in society

Today, enhancing human dignity and creating equal opportunities for every citizen have become among the most important directions of state policy. Special attention is devoted to improving the lives of the elderly who are unable to work, persons with disabilities, and socially vulnerable groups, as well as supporting them as full members of society.

Article 57 of the Constitution embodies this noble goal, stipulating that the rights of citizens belonging to these categories shall be firmly protected by the state and establishing concrete guarantees to improve their quality of life and expand their opportunities.

In the first part of the article, it is established that the rights of elderly persons who are unable to work and live alone, persons with disabilities, and other socially vulnerable categories are under state protection. This means that the state is obliged to provide continuous, guaranteed, and systematic support to these groups. In other words, their security, decent living conditions, and legal protection are the responsibility of the state.

The second part of the article further clarifies the state’s duties.

The state undertakes measures to improve the quality of life of socially vulnerable groups of the population, create conditions for their full participation in the life of society and the state, and expand their opportunities to meet their basic life needs independently.

Through this approach, the state views social assistance not merely as material support, but as a comprehensive system that enables individuals to build their own lives independently.

The third part specifically emphasizes the creation of equal opportunities for persons with disabilities in all spheres of life.

The state creates conditions to ensure that persons with disabilities can fully access and use social, economic, and cultural facilities and services; assists them in obtaining employment and education; and guarantees their unobstructed access to necessary information. All these measures signify the building of a truly inclusive society.

Today, the practice of employing persons with disabilities in state institutions represents the practical implementation of this very article. This process demonstrates that they enjoy equal rights with everyone else and that their abilities and work ethic can overcome physical limitations. At the same time, it significantly contributes to strengthening the principles of human dignity and equality in society.
