President Shavkat Mirziyoyev chairs a meeting to discuss the reform of the civil service.
At the meeting, it was noted that due to the lack of a unified system for identifying abilities, training and teaching the quality organization of their work, some management personnel is not able to execute the tasks assigned to them.
For example, over the past 6 months, due to a lack of knowledge and skills, 37 hokims of districts and cities have been replaced.
In general, the lack of proper work on the selection, training and motivation of senior staff holding responsible positions is one of the main causes of shortcomings in the execution process.
Based on in-depth discussions held over the past two years with the involvement of domestic and foreign experts, the Law of the Republic of Uzbekistan “On the State Civil Service” was prepared.
The participants discussed how the new system, defined by this law, will work in the context of each agency and territory. Priority tasks in this direction were considered.
As part of the first direction, an open and transparent system for hiring in government bodies will be introduced. Thus, 19,000 out of 50,000 citizens (or 38 percent) who took part in the polls expressed their opinion about the need to increase transparency in the process of hiring in the organization of the state system. In this regard, by the end of the year:
– all vacant positions will be posted on a single open electronic platform;
– when selecting for a vacant position, 16 types of documents currently required will not be requested, all processes will be transferred to electronic form;
– the knowledge, experience and potential of the candidate will be determined through an open competition.
