Youth policy in New Uzbekistan: a young lawyer applying knowledge and initiative to serve society
As part of New Uzbekistan’s state youth policy, young people have broad opportunities to access quality education, gain international experience, and take an active part in public life. Government grants, scholarships, and international academic programs help them realize their potential. Particular attention is also given to involving young people in volunteering, legal awareness initiatives, and social projects, putting their knowledge and experience to work for society’s benefit.
Lawyer Sharafiddin Eshboyev is one of the young people making the most of these opportunities. During university, he balanced his studies with active involvement in initiatives to improve legal literacy, provide free legal assistance to the public, and support young people.
In 2024, he took part in the “I Am Part of the Reforms!” project, jointly implemented by the Ministry of Justice and Tashkent State University of Law, and conducted legal awareness activities for young people. At the project’s national stage, Sharafiddin was one of 76 students selected from more than 400 applicants. He helped explain to his peers the reforms being implemented in the country and the opportunities available to young people.
Organized on a peer-to-peer basis, the meetings focused on employment, higher education, entrepreneurship, and self-employment. As part of the project, 259 meetings were held across the country, reaching more than 30,000 people, primarily young people.
His social engagement went beyond legal awareness activities. As a member of the Legal Clinic at Tashkent State University of Law, he offered free legal advice to numerous citizens. He also took part in initiatives providing initial legal assistance to people with disabilities through the “HuquqPlus.uz” project. For a year, he mentored first-year students, helping them adjust to university life and strengthen their knowledge.
Sharafiddin’s international academic experience also reflected the educational opportunities available to young people. In 2025, he graduated with honors from the Faculty of Criminal Justice at Tashkent State University of Law. In recognition of his academic achievements, he received the Alisher Navoi State Scholarship for the 2024-2025 academic year.
He later studied at the University of Gdańsk in Poland through the Erasmus program, expanding his knowledge of comparative international and European law. He also completed the “Young Anti-Corruption Expert” program, which focused on combating corruption. In recognition of his academic achievements, he received a $38,000 scholarship and earned a Master of Laws (LL.M.) degree from Pennsylvania State University in the United States in 2026.

Sharafiddin Eshboyev’s activities show how opportunities for young people are bringing together education, international experience, and social responsibility. Today, young people are not only gaining modern knowledge at educational institutions abroad but also actively contributing to public life through volunteering and legal initiatives.
Supporting young professionals with international experience, initiative, and a strong sense of social responsibility is vital to strengthening the country’s intellectual potential. Sharafiddin’s academic and community activities show that using knowledge to benefit society is essential to young people’s personal and professional development.
