Enhancing public-private partnerships to combat terrorism in the digital space discussed
On August 24-25, the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan hosted a two-day seminar focused on enhancing collaboration between law enforcement agencies and technology firms to combat terrorism in the digital space.
The event, held as part of the 2026-2027 Cooperation Roadmap between Uzbekistan and UNOCT, was organized with the joint support of the Institute for Strategic and Regional Studies under the President of Uzbekistan, the State Security Service, and the Ministry of Internal Affairs.
The seminar convened representatives from law enforcement agencies, relevant ministries, government bodies, and experts from national ICT companies. Key lectures were given by top specialists from the United Nations Counter-Terrorism Centre and UNOCT, the Office of the United Nations High Commissioner for Human Rights, along with delegates from Meta.
The agenda focused on strengthening cooperation between the government and the private sector to counter the use of emerging technologies for terrorist activities, respond to online incidents, and conduct related investigations.
During the discussions, it was highlighted that destructive groups are increasingly leveraging digital services to radicalize and recruit internet users, carry out financial transactions via digital platforms, and coordinate illegal activities using encrypted and decentralized technologies.
The participants agreed that, given these conditions, close collaboration between government agencies and the private sector is increasingly vital. This partnership is crucial for adopting innovative technologies, facilitating prompt information sharing, and crafting effective security risk mitigation strategies.
Key cooperation areas include establishing permanent communication channels among law enforcement, financial institutions, telecom operators, and tech companies, enhancing data exchange procedures and digital evidence handling, and routinely carrying out joint exercises.
Following the seminar, experts offered practical recommendations to enhance public-private partnerships and boost the technological capabilities of relevant agencies. These measures aim to better address emerging challenges and threats in the field.
