Uzbekistan’s initiatives on human rights education are reflected, among others, in the document of the Human Rights Council (HRC) of the United Nations, which is submitted for consideration by the Session of the HRC. It takes place in Geneva from September 8 to October 8, 2025.
In April 2025, Uzbekistan presented its national report on the implementation of the fourth phase of the United Nations World Programme for Human Rights Education.
This information was reflected in the document of the UN Human Rights Council A/HRC/60/56 “Annual report of the United Nations High Commissioner for Human Rights and reports of the Office of the High Commissioner and the Secretary-General”, prepared by the Office of the United Nations High Commissioner for Human Rights.
The document is submitted for consideration at the sixtieth Session of the Human Rights Council, held in Geneva.

This report, prepared in accordance with Human Rights Council Resolution 57/10, provides an overview of national measures to implement human rights education programs for youth under the fourth phase of the World Programme (2020-2024).
The report is based on submissions from 34 states, including the Republic of Uzbekistan. It reflects the steps taken in four key areas: government policy and measures for its implementation, curricula, methodological materials and tools, training and retraining of teachers, and the creation of favorable conditions for promoting human rights education.
The document draws conclusions based on the received information and provides recommendations for further development and strengthening of the progress achieved during the fourth phase of the World Programme.

Among the examples presented, Uzbekistan’s initiatives are reflected, including the creation of a National Commission for implementing the fourth phase of the World Programme in 2021, as well as measures to support civil society projects in human rights through government grants.
The inclusion of Uzbekistan’s report in the official report confirms the recognition of the country’s efforts in human rights protection, the development of national educational programs and institutional mechanisms, as well as strengthening cooperation with international structures.
Uzbekistan’s participation in the preparation and presentation of the report demonstrates its commitment to universal values and international obligations in human rights and will become a significant step towards further implementation of the global program in this area.
