At a plenary session of the Senate, the Law “On the Ratification of the Agreement on the Establishment of the Civil Protection Mechanism of the Organization of Turkic States (Bishkek, November 6, 2024)” was reviewed.

The agreement was developed during the meeting of the Council of Heads of State of the Organization of Turkic States, held on November 6, 2024, in Bishkek under the slogan: “Strengthening the Turkic World: Economic Integration, Sustainable Development, Digital Future and Security for All”.

The document was signed by Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye, and Uzbekistan.

“The main objective of this document is to establish effective cooperation between the emergency management authorities of the member states of the Organization in the area of disaster prevention and response, as well as to strengthen friendly relations among the Organization’s members in this field”, stated Odiljon Mamatkarimov, Deputy Chair of the Senate Committee on International Relations, Foreign Economic Ties, Foreign Investments, and Tourism. “The Agreement provides for effective joint actions by member states to meet urgent needs in the event of natural disasters and emergencies, including those that may occur in observer states and other countries. It outlines the legal framework and mechanisms for establishing efficient cooperation among the emergency agencies of member states, coordinating operational search and rescue operations during natural disasters, systematizing monitoring outcomes, conducting analysis, and exchanging experiences. The agreement also aims to elevate mutual assistance and cooperation to a new level”.

Its ratification will contribute to elevating international cooperation in emergencies to a new level, particularly in disaster prevention, forecasting, monitoring, and analysis.

The law, approved by the senators, will enable the exchange of experience in the effective organization of emergency management and search and rescue operations.
