UN Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism Fionnuala Ni Aolain met with the Director of the National Center for Human Rights of the Republic of Uzbekistan Akmal Saidov.

Fionnuala Ni Aolain highly appreciated the active participation of Uzbekistan delegation in the 47th session of the UN Human Rights Council in July 2021, as well as in the workshop on rehabilitation and reintegration of women and children evacuated from conflict zones.

The most important issues, as noted by the UN Special Rapporteur, are the resolution of the issues of repatriation, protection and reintegration of women and children trapped in areas of armed conflict at the national level. According to Ni Aolain, many countries are reluctant to engage in the evacuation of their citizens. In this respect, Uzbekistan’s national experience is exemplary.

During the talks, the parties also discussed the prospects for cooperation in the fight against terrorism. Attention was drawn to the formation and strengthening of Uzbekistan’s national potential in the fight against terrorism and violent extremism at the international, regional and bilateral levels. Several national regulations have been adopted in this direction in the country. Considering that Uzbekistan is a leader in the field of lawmaking and initiative in the adoption of international documents, it is proposed to use this high potential in defining the concept of “terrorism”. The main conventions on the fight against terrorism and the corresponding resolutions of the UN Security Council, General Assembly and Human Rights Council do not clearly define this term.
