On 5th December 2021, Vice-Rector for International Cooperation of Tashkent State University of Oriental Studies Dr. Elyor Makhmudov held meetings at two of the biggest public universities in Cairo.

The first meeting was held at Helwan University. The meeting was attended by HU Vice-President Dr. Mona Fouad, deans of faculties of Education, Arts, Tourism, and International Relations Office management. Parties mentioned the successful collaboration during the academic year 2020/2021 in virtual series of lectures about Economics, Tourism, and the Arabic language. In addition to the participation of scholars of HU in the scientific conferences that were organized by TSUOS and the Economic courses that are delivered by HU professors for economic postgraduate students.

At the meeting, the parties have discussed future collaboration prospects such as developing training courses for TSUOS Arabic Language teachers at Helwan University, online and offline lectures in common disciplines, and collaboration in interdisciplinary programs. 

Despite the two universities had previously an MoU which was signed in 2004, Dr. Elyor Makhmudov has mentioned that the actual collaboration activities started from September 2020 which were under the patronage of HU and TSUOS leadership. 

The parties have emphasized that the preparation for the Double Degree program of Arabic Language for Non-Arabic Speakers is almost finalized and the program will start from the new academic year. This program will be the first double degree program in Uzbekistan to be launched with Arabic University.

Helwan University has 23 faculties, 48 centers, 12000 faculty and administrative staff, about 200,000 students. According to Times Higher Education World University Ranking, HU ranks in some disciplines in top-1000, particularly in global emerging economies in top-350.

The second meeting was held in Cairo University, one of the oldest and top universities in the Arabic World. The parties discussed different collaboration prospects and agreed upon signing an MoU. The meeting was attended by CU Vice-President Dr. Abdelrahman Zekri and head of International Relations Office Dr. Heidi Bayoume. 

CU and TSUOS had signed an MoU in 1997 but it was inactive and both parties support the proceeding in joint academic activities including exchange programs, training courses for scholars, a collaboration between scientific centers, and online activities. 

Cairo University has a historical building, which was the palace of the King of Egypt and Princess Fatma Ismail donated this land and financial support to establishing this University. Currently, Cairo University has 26 faculties, 177 centers, 16000 faculty staff, and around 262000 students. According to QS World University Rankings CU is in top 580 universities.
