Tashkent hosted the twenty-fourth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan.

The meeting was attended by members of the government, heads of ministries and agencies, representatives of domestic and foreign media. The meeting was chaired by the Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbayeva.

Senators discussed the Law of the Republic of Uzbekistan “On the State Budget of the Republic of Uzbekistan for 2020”.

It was noted that in 2020 the country’s GDP growth is projected at 5.5 percent. In 2020, funding for the social sphere increases. Expenditures on healthcare system will grow by 18 percent, education by 10 percent, and development of science by 47 percent compared to this year.

It is planned to implement about 100 targeted programs to support education, medicine, entrepreneurship, agricultural development, infrastructure improvement and other areas. The increase in inflation is predicted, the government has a specific strategy and models for further development of Uzbekistan’s economy.

The parliamentarians considered the Law of the Republic of Uzbekistan “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with the improvement of the budget process”.

Then, members of the Senate discussed the report of the Cabinet of Ministers of the Republic of Uzbekistan on implementation of the State program “Year of Active Investments and Social Development” in the third quarter of 2019. It was emphasized that as a result of ongoing large-scale reforms for the nine months of 2019, gross domestic product grew by 5.7 percent compared to the same period last year. Investments attracted during this period increased by 46 percent, and the volume of construction work by 19.3 percent. Allocation of foreign direct investment amounted to 3.6 billion US dollars.

Members of the upper house considered the Laws of the Republic of Uzbekistan “On volunteering”, “On introducing amendments and addenda to the Law of the Republic of Uzbekistan “On bankruptcy”, “On trade unions”, “On introducing amendments to certain legislative acts of the Republic of Uzbekistan in connection with improving the order of determination of wages, pensions and other payments”, “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with further strengthening the guarantees of the rights of the child”, “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan in connection with improvement of the order of liquidation of business entities”.

Senators discussed the Law of the Republic of Uzbekistan “On ratification of the Protocol to the Convention on legal assistance and legal relations in civil, family and criminal matters of January 22, 1993 (Moscow, March 28, 1997)”.

At the plenary session, other issues within the competence of the upper house of parliament were also considered. Relevant resolutions of the Senate were adopted on all the issues discussed.

According to the Senate of the Oliy Majlis of the Republic of Uzbekistan, 19 issues, including 10 laws, were considered at the plenary session of the Senate.
