
The United Nations Public Service Forum (UNPSF 2025), devoted to the theme “Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future”, has kicked off in Samarkand.
Ministers and heads of bodies responsible for public service from Europe, Asia, Latin America and Africa, as well as representatives of international and regional government agencies, academia, civil society, and the private sector are taking part in the event, organized by the United Nations Department of Economic and Social Affairs (UN DESA) in cooperation with the Ministry of Digital Technologies of the Republic of Uzbekistan, the Agency for Civil Service Development and the Agency for Strategic Reforms.
At the beginning of the event, Assistant to the President Saida Mirziyoyeva read out congratulations from the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the forum participants.
In his congratulation, it was noted that the exchange of best practices in promoting the digital transformation of public administration, applying innovative solutions in the provision of public services, radically improving the effectiveness of public sector institutions, developing leadership styles in management, expanding continuing education and identifying skills needed by future leaders is becoming more important than ever. It was emphasized that the New Uzbekistan firmly follows the principle of “The State is for the people” and is becoming an integral part of global changes in public service.
United Nations Assistant Secretary-General for Economic Development Navid Hanif and Deputy Prime Minister of Malaysia Fadillah Yusof also addressed the opening of the forum.
The Minister of Digital Technologies of the Republic of Uzbekistan Sherzod Shermatov informed about the ongoing activities in the country on the development of the civil service and its results.
Mr. Shermatov also provided information about the Samarkand Declaration of the forum, which includes seven goals: digital transformation, innovation and new technologies, reliable public administration, inclusivity and technology, cybersecurity, and others.
The Forum continued its work within the framework of thematic sections.
In addition to the plenary session and workshops, the event includes meetings with ministers and representatives of international organizations and several presentations. It is planned to analyze Uzbekistan’s work to achieve the UN Sustainable Development Goals.
Within the framework of the forum, UN DESA will also award 12 countries for achievements in e-government.
The forum will also discuss the Samarkand Ministerial Declaration aimed at strengthening international cooperation, sharing experiences, especially among developing countries, and promoting equal and equitable access to public services.
