The New Tashkent, currently under construction in Tashkent region, is set to become one of the world’s largest metropolises, aligned with the development level and potential of New Uzbekistan.

As is known, on March 18, 2023, President Shavkat Mirziyoyev laid the symbolic first stone for the foundation of New Tashkent. In accordance with the Presidential Resolution of July 20, 2023, 19,720.9 hectares of land in Yuqorichirchiq and Urtachirchiq districts of Tashkent region have been designated for the construction of the city. Construction and development works are planned on 2,420 hectares at the initial stage.

How is the construction of New Tashkent progressing today? Detailed information on the matter was presented at a briefing held at the Agency for Information and Mass Communications by Shakhnoza Nurmatova, Head of the Press Service of the New Tashkent Directorate. 

– In connection with the adaptation of the concept developed by the British company Cross Works to local conditions and its alignment with logistics integration solutions with the city of Tashkent, this British firm was selected to complete the master planning and project work for the second phase.

The Development Strategy for New Tashkent has been approved, along with the master plan for a 6,000-hectare area designated for the first phase, a detailed project for 2,420 hectares, engineering network concepts, landscaping and public space design concepts, architectural design codes for public areas, and a public transportation framework. For land plots to be sold through auctions during the initial phase, separate technical specifications have been developed for electricity and water supply, rainwater collection, and green building standards.

Construction is underway on social, educational, and cultural complexes within the designated area.

The area designated for the “National Library of Uzbekistan” has been temporarily enclosed with corrugated fencing. A residential compound has been built on-site for workers and staff, along with a canteen, open and closed storage facilities, and perimeter surveillance cameras. Excavation and concrete foundation works using the monolithic pouring method have been completed.

Active construction is also underway at the New Uzbekistan University. Surveillance cameras have been installed around the site, and excavation and monolithic concrete foundation works have been completed.

At the Pedagogical University named after Nizami construction site, excavation, and monolithic foundation pouring have also been completed.

The concept for the Alisher Navoi International Scientific Research Centre, museum, specialized school, and the Maqom Center, developed by Zaha Hadid Architects, has been approved. Based on the approved concept, a contract was signed to carry out a comprehensive audit, which includes reviewing the preliminary design, architectural and construction planning, and architectural supervision at all stages of construction. The project site has been temporarily enclosed with corrugated fencing.

Plans are also in place to construct temporary buildings and facilities for ministries and agencies. The construction of eight buildings, designed to accommodate 2,000 employees, is nearing completion.

Design work for a tree nursery has been completed, and an urban planning review of the project and cost documentation has been carried out. On a 9-hectare plot, 27,000 ornamental trees of various species have been planted.

According to the garden project, construction of artificial canals has begun. To date, 105,000 cubic meters of earthworks have been completed, and work on installing concrete structures is ongoing. On a 15-hectare area, 5,000 ornamental trees have been planted.

Earthworks have been carried out along a 3,000-meter section of the planned highway, and a 1,500-meter communications utility corridor has been constructed. Between 2025 and 2026, 30 kilometers of the road are scheduled to be commissioned. Earthworks for building an underground metro tunnel and an underground parking facility have been completed, and foundation work has commenced.

In 2024, meetings were held with representatives of more than 70 foreign companies to attract potential investors to the New Tashkent project.

In accordance with the Presidential Resolution of July 20, 2023, the Directorate, acting as the project client, attracted 310.8 billion UZS through the “E-auksion” platform in auction-based tenders for the construction of residential buildings on leasehold land. The auctions covered 14 lots with a total area of 30.6 hectares, each based on specific technical requirements for the project. Both local and international companies participated in the tenders. The winning bids also included joint ventures involving foreign capital.
