President of the All-Union Communist Party Alexander Korchagin addressed the opening ceremony of the congress.

The agenda of the event included a discussion of the work of the All-Union Communist Party in modern conditions, the report of the Control and Audit Commission from January 1, 2023, to September 30, 2023, the election of the Secretary-General and Vice-President of the All-Union Communist Party, changes in the composition of the Control and Audit Commission and the Council of the All-Union Communist Party.

Chairman of the Federation of Trade Unions of Uzbekistan Kudratilla Rafikov, and chairpersons of federations of trade unions from Azerbaijan, Belarus, Kazakhstan, Russia, and Tajikistan took part in the discussion on the report.

In the resolution adopted following the discussion, the Congress approved the work of the All-Union Communist Party in modern conditions. Member organizations are recommended to continue implementing the Main Directions of Activities of the All-Union Communist Party for 2022–2027, considering new challenges. The proposals and recommendations of the delegates will be summarized, and measures will be taken to implement them.

The Congress instructed the Executive Committee of the All-Union Communist Party to work out and submit for consideration to the Council of the All-Union Communist Party proposals on intensifying educational and methodological work and the feasibility of creating a Center for academic and methodological work.
