Tashkent hosts a seminar on “Strategic Communications and Public Awareness of New Sectoral Strategies”.

The event is organized by the Central Finance and Contracting Agency (CFLA) of Latvia in cooperation with the Agency for Strategic Reforms, with support from the German Agency for International Cooperation (GIZ).

The seminar, aimed at developing unified standards for strategic communication, was opened by the First Deputy Director General of the Agency for Strategic Reforms Abdulla Abdukodirov, Ambassador Extraordinary and Plenipotentiary of Latvia to Uzbekistan Reinis Trokša, First Deputy Director of the Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan Dilshod Saidjonov, Deputy Minister of Justice Alisher Karimov, and other officials.

Mr. Abdukodirov emphasized that the success of reforms directly depends on the state’s ability to establish open and meaningful dialogue with the public. This requires a systematic approach to communication and coordinated action across organizations at all levels.

“Strategic communications play a crucial role”, said Mr. Abdukodirov. “A guide is being prepared on working with strategic documents, outlining the procedure for developing strategies and roadmaps. Drafting these documents is challenging, but communicating their essence to the public is even more difficult. Often, official government channels publish only general information about adopted documents or ongoing initiatives without explaining their significance”.

Ambassador Reinis Trokša expressed his willingness to share international experience and supported the initiative to strengthen the institutional capacity of government bodies in communications. He noted that openness and trust are essential components of effective governance.

On the first day of the seminar, participants discussed key principles of strategic communication planning, stakeholder and target audience engagement, standards for information dissemination in crises, and the role of the legal framework in ensuring transparency and accountability in public policy.

Speakers from the Ministry of Justice, GIZ, and the Agency for Information and Mass Communications shared their legal experiences on communication and interagency cooperation.
