E-commerce is growing
E-commerce is rapidly developing in the country, and a national e-commerce space with modern logistics infrastructure is taking shape.
This is considered an important factor in reducing the share of the shadow economy and in protecting the rights and legitimate interests of market participants.
The President signed a resolution “On measures to create favorable conditions for the development of e-commerce in the Republic of Uzbekistan”. From July 1 to July 1, 2028, as part of a legal experiment, a new type of free warehouse – a bonded warehouse – will be established, intended for the temporary storage of goods for personal use by individuals for retail sale through special electronic trading platforms by residents and non-residents. The operation of such warehouses will be carried out in accordance with the licensing requirements for free warehouses, and the sale of goods will be conducted through special electronic trading platforms included in the Register of Special Electronic Trading Platforms maintained by the National Agency for Perspective Projects.
Goods for personal use by individuals sold from bonded warehouses are subject to customs clearance under a dispatch declaration.
The resolution aims to increase e-commerce volume to 30 trillion UZS in 2026-2030, create more than 7,000 jobs, and implement investment projects totaling $300 million.
Regulation of foreign trade operations is envisaged through the introduction of a unified customs payment for the import of goods in certain categories.
