The Customs Committee held another open dialogue in Tashkent, with participation from exporters and importers.
At the beginning of the event, a detailed explanation was provided of the essence of the Presidential Decree “On measures to simplify and enhance the efficiency of customs administration and foreign trade procedures” of December 17, 2025.

It was noted that this decree introduces several reforms to digitize and improve customs control and clearance processes, enhance control procedures at border crossings, simplify the collection of customs duties and fees, strengthen post-clearance customs control, and streamline non-tariff regulatory measures.

In particular, from March 1, 2026, the customs clearance process for goods under the “release for free circulation” regime will be introduced through advance declaration before they arrive at the customs post. In addition, customs duties on goods cleared under an advance declaration will be reduced by 20 percent, and no interest will be charged on late payments for up to 14 days.

It was also announced that, from June 1, 2026, business entities will be able to pay customs duties with a deferral of up to 120 days or in installments, while reduced security will be applied in cases of low risk.
During the open dialogue, participants expressed positive views on the adoption of this decree, noting that it would significantly reduce entrepreneurs’ time and financial costs and contribute to the development of foreign trade activities.
At the meeting, entrepreneurs openly raised their concerns, proposals, and comments with the relevant officials of the customs authorities. The issues raised were discussed in detail, and specific tasks were identified to address them.
