A ceremony was held in Bostanlyk district of Tashkent region to officially launch the construction of the Charvak Wind Power Plant.
The event was attended by representatives of the Ministry of Energy, JSC Uzbekhydroenergo, the Bostanlyk District Hokimiyat, the Embassy of China in Uzbekistan, as well as specialists from TBEA, China Aid for Shared Future, members of the general public, and media representatives.
Deputy Minister of Energy Umid Mamadaminov and Sun Yang, a representative of the Chinese Embassy, delivered welcome speeches. In their remarks, they emphasized that the friendly relations and the wise policies of the two countries’ leaders are strengthening cooperation between Uzbekistan and China in all spheres. The start of construction of the Charvak Wind Power Plant is also the result of these close and fruitful ties.
According to Ulugbek Hikmatov, Chief Specialist of JSC Uzbekhydroenergo, relations between Uzbekistan and China are based on strategic partnership, mutual trust, and longstanding friendship.
“This year marks the 33rd anniversary of the establishment of diplomatic relations between our countries. This provides a solid foundation for further expanding cooperation. Together with reputable Chinese organizations, JSC Uzbekhydroenergo is implementing several investment projects in renewable energy. In particular, on October 17, 2023, with the support of the Department of Commerce of the Xinjiang Uyghur Autonomous Region of China, a Memorandum of Understanding on the construction of a wind power plant was signed. Under this agreement, practical work on the Charvak Wind Power Plant project in Bostanlyk district has begun. The Chinese side has allocated a grant of $28 million for the implementation of the project. Completion of the project is planned for 2025-2026”, Mr. Hikmatov said.
According to the project, a 20-megawatt wind power plant will be built. The annual volume of electricity generated will average 50 million kilowatt-hours. The project implementation will create 30 new jobs.
Following the results of the tender, the Chinese company TBEA was selected as the project’s general contractor. Once the plant is commissioned, approximately 20,000 households will be supplied with electricity.
Currently, construction is underway on a 10-hectare site allocated by the decision of Tashkent Region Hokim. Modern technological equipment delivered from China is also being installed in stages.
Electricity generation at the plant will make it possible to save approximately 811,100 cubic meters of natural gas or 3,150 tons of coal annually. This solution is not only environmentally friendly but also economically advantageous.
Speaking at the event, Sun Yang, a representative of the Chinese Embassy, noted that the friendly relations between the two countries continue to develop steadily.
“Since 1992, when diplomatic relations were established between Uzbekistan and China, our cooperation has been rapidly expanding. Thanks to the wise policies of the heads of state, bilateral ties have reached a new level. The Belt and Road Initiative and the Uzbekistan 2030 Strategy create broad opportunities for implementing mutually beneficial projects. Today, China has become one of Uzbekistan’s most reliable trading partners. Around 4,200 Chinese companies are actively operating in the country. Partnership in the energy sector is also progressing steadily. China has significant experience in transitioning to green energy, including solar and wind technologies. In Uzbekistan, the share of renewable energy sources is planned to reach 54 percent by 2030. The project launched today is an important part of this process”, Mr. Sun Yang emphasized.
Thus, the construction of the Charvak Wind Power Plant has become a logical continuation of the reforms aimed at increasing the volume of environmentally friendly energy in the country.
Following the event, representatives of both sides gave a symbolic start to the construction of the facility.
