
The second day of the forum “Opportunities and Reforms in Uzbekistan’s Public Procurement System” is underway in Tashkent. The event brings together domestic and international experts and representatives of global financial institutions.
Anastasia Alexandrova, Program Coordinator at the World Bank in Uzbekistan, shared her insights on the forum:
– First and foremost, I would like to note that this forum has served as an effective platform for dialogue in public procurement. The World Bank has been operating in Uzbekistan for more than 30 years. We actively cooperate with local organizations in this field, employing a practical and analytical approach to procurement activities. Our projects are implemented through a procurement system based on the World Bank’s regulations. Through these initiatives, we are able to engage and train local professionals, including specialists from ministries and regional departments. They begin to undertake work assignments during the training process itself. This approach will help establish a public procurement management system grounded in leading international practices.
We also support the reforms being implemented by your government aimed at improving the public procurement process. For example, we participate in developing various draft laws and provide technical consultations in this area. This helps align the public procurement sector with World Bank project requirements and leading international practices. For instance, we supported the amendments to the Law of the Republic of Uzbekistan “On Public Procurement”.
In Uzbekistan, pilot studies are being conducted within the framework of the “Transparent Construction” system, aimed at examining and analyzing local construction processes. At present, we are conducting a detailed review of this system.
We are also working on harmonizing international and national standards with leading global practices. This will have a positive impact not only on the effectiveness of the World Bank’s activities but also on public administration in Uzbekistan.
