The Head of state signed the Decree “On the State Program for the Implementation of the Uzbekistan-2030 Strategy in the Year of Support for Youth and Business".

This vital document identifies priority tasks related to the effective implementation in 2024 of large-scale reforms defined in the Uzbekistan-2030 Strategy.

According to the decree, what work will be carried out to ensure the rule of law and the organization of public administration?

Zarina Isroilova, Associate Professor of the Department of International Law and Public Legal Sciences, Doctor of Philosophy at the University of World Economy and Diplomacy, answered this question:

– This decree of President Shavkat Mirziyoyev put forward such vital goals as further improvement of the management system focused on the interests of the people and the creation of decent conditions for each person to realize their potential. This concerns all our compatriots and leaves no one indifferent.

In particular, the clear directions reflected in the decree for fully realizing young people’s potential, talent, and initiatives will increase their aspirations and confidence in the future because they are the masters of our future.

Thus, within the framework of the “Olympiad of Five Initiatives”, from March 1, 2024, competitions on knowledge of foreign languages (“Ibrat Farzandlari”), e-sports competitions, as well as intellectual games “Zakovat” with a prize fund of 600 million UZS will be organized at a high level in the system of mahallas, educational institutions, enterprises, and organizations.

People live in peace and prosperity in a society where the rule of law reigns. From this point of view, special attention is paid to ensuring the rule of law and the organization of public administration in the decree.

By May 1, 2024, to integrate young people who have gone astray into society and assist them in finding their place in life, the practice of removing from probation records of young people who have been released from serving their sentences on parole based on a guarantee from the Youth Union, as well as a radical reduction in the grounds for their registration on preventive measures will be introduced.

Indeed, putting these measures into practice will allow young people who have lost their way on the threshold of adulthood to learn essential life lessons and draw the necessary conclusions.

In accordance with the decree, it is possible to apply electronically through the Single Portal of Interactive State Services to the Road Safety Service regarding decisions and notifications in cases of violation of traffic rules. This will also serve to create additional amenities for our citizens.

Another important aspect is that, according to the decree, the policy based on the principle of “A Safe and Peaceful State” will be consistently continued.

In this direction, the potential of the Armed Forces and other ministries and agencies responsible for this area will be radically increased to ensure cybersecurity and epidemiological stability.

Each ministry and agency will define the obligations of those responsible for certifying and examining information systems that are essential elements of the cybersecurity infrastructure.

Measures will be taken to improve curricula and teaching methods for training personnel in the above areas based on modern threats and experience.

Uzbekistan will implement a program to improve the digital and military medical infrastructure, gradually providing responsible agencies with modern technology and medical equipment.

A system of guaranteed protection of citizens’ personal data, anti-fraud systems for banks and payment systems, and modern biometric systems will be introduced.

All this will further improve our people’s standard of living and strengthen Uzbekistan’s authority in the international arena.
