A new stage in budget reform
The United Nations Development Programme (UNDP), in partnership with Uzbekistan’s Ministry of Economy and Finance, is conducting a two-day training program titled “Aligning Public Finance in Uzbekistan with the Sustainable Development Goals (SDGs) and Green Development Priorities”.
The initiative aims to strengthen the integration of SDGs, climate considerations, and gender priorities into fiscal policy and budgeting. Participants are exploring international best practices and practical tools to align public expenditures with national development objectives. The program is expected to improve the effectiveness and transparency of public financial management in Uzbekistan.
The training brings together specialists from the Ministry of Economy and Finance, including representatives from the State Budget Policy Department, the Fiscal Policy Department, the Institute for Fiscal Studies, the Training Centre, and other relevant divisions. Representatives of sectoral ministries and government agencies, as well as members and staff of the Legislative Chamber of the Oliy Majlis, are also participating. This broad participation reflects the growing importance of coordinated efforts in public finance reform. Discussions focus on strengthening the link between budget allocations and development outcomes.
In recent years, Uzbekistan has introduced several significant public financial management reforms. These include adopting the State Budget as a law, introducing a medium-term Fiscal Strategy, and gradually implementing program-based budgeting. The next phase of reform aims to ensure that public expenditures are more closely aligned with the country’s sustainable development commitments. This approach will help policymakers better assess how budget resources contribute to long-term national priorities.
The training program is organized within the framework of the “Public Finance for Development in Uzbekistan” project, implemented jointly by UNDP and the Ministry of Economy and Finance and financed by the Ministry of Finance of the Slovak Republic. The project supports the adoption of international best practices, institutional capacity building, and improvements in budget effectiveness and accountability. According to the organizers, the initiative represents another important step toward building a more results-oriented and sustainable public finance system in Uzbekistan.
