Youth of New Uzbekistan: From creating opportunities to achieving international success
In New Uzbekistan, developing human capital is a priority of state policy. This includes providing quality education to young people, promoting participation in science, and fostering the growth of competitive specialists on the international stage. Notably, reforms aimed at supporting women and girls, expanding their access to higher education, and enabling them to reach their scientific and professional potential are beginning to yield tangible results.
In recent years, numerous opportunities have emerged for young people and women to learn modern professions, pursue master’s and doctoral degrees, and attend foreign higher education institutions. State grants, educational loans, scholarship programs, and international educational initiatives support thousands of young people in confidently pursuing their ambitions.
Following resolutions and decrees by the President of Uzbekistan to support women and girls, a system was established to fund women’s master’s degree contract fees through the State Budget. This initiative is increasingly important for helping talented young women participate in scientific work and develop into highly skilled specialists.
Today, the number of young people successfully utilizing such opportunities and gaining international recognition is steadily increasing. Farangiz Razakova, who works in international law, exemplifies this through her educational and professional journey.
In 2018, Farangiz Razakova joined Tashkent State University of Law and earned her bachelor’s degree in jurisprudence. Throughout her studies, she engaged in scientific research and actively participated in research on international law. Her strong academic performance made her one of the university’s top students, and she was recognized on the Top 50 Student list.
In 2022, she enrolled in the master’s program in International Law at the University of World Economy and Diplomacy. During this period, state initiatives supporting women and girls significantly helped her sustain her academic pursuits. Under Presidential Decree No. PD-87, the government covered tuition for women pursuing master’s degrees.

This support system created broad opportunities not only for Farangiz Razakova but also for thousands of girls in Uzbekistan, enabling them to confidently pursue science, develop their skills, and access international educational programs.
Another key opportunity provided by the state is the El-Yurt Umidi Foundation, which focuses on educating talented youth at renowned universities worldwide. This program enables hundreds of young people to study at top foreign universities, gaining modern knowledge and experience.
Farangiz Razakova was awarded the El-Yurt Umidi Foundation scholarship in 2023. During the rigorous selection process, her academic success, scientific work, proficiency in foreign languages, and professional potential were thoroughly recognized.
As a result, she earned the opportunity to enroll in the Master of Laws (LL.M.) program at Penn State Law in the United States. Throughout her studies, she gained extensive knowledge and hands-on experience in international law, comparative law, migration law, and human rights.

While pursuing her studies in the international education system, she specialized in “International, Foreign and Comparative Law”, “Immigration and Migration”, and “Public Interest Law”. This demonstrates that Uzbekistan’s legal education framework and the policies supporting youth are effectively helping develop internationally qualified professionals.
Farangiz Razakova has authored several scientific articles on international migration law, refugee rights, and international commercial arbitration. Her research is notable for addressing contemporary issues in international law.
She is the founder and managing consultant of Femida LLC, a U.S.-based company providing professional services in international, comparative, and immigration law.
Experts note that these achievements primarily reflect the tangible outcomes of government policies aimed at supporting youth and women. The recent expansion of educational opportunities, grants, scholarships, scientific encouragement mechanisms, and international education initiatives is increasingly shaping a new generation of specialists.
Today, the achievements of Uzbekistan’s youth at top universities and international organizations worldwide demonstrate the tangible outcomes of New Uzbekistan’s reforms. Most importantly, these opportunities enable young people to realize their potential, contribute meaningfully to the country’s development, and enhance Uzbekistan’s prestige on the global stage.
