Migration and citizenship: what conveniences are created?

The resolution of the President of the Republic of Uzbekistan Shavkat Mirziyoyev “On measures of radically improving activities of internal affairs bodies in the sphere of migration processes and registration of citizenship” of July 11, 2017 is aimed at establishing a qualitatively new order in this sphere.

A seminar was held in Tashkent on the essence and implementation of this resolution. The event, organized by the Main department for migration and registration of citizenship of the Ministry of Internal Affairs of the Republic of Uzbekistan, was attended by responsible workers of the sphere.

Deputy head of the Main department for migration and registration of citizenship U.Tashkhodjayev noted that a qualitatively new procedure for organizing activities of the republican, middle and lower units of the migration service and citizenship registration providing for a clear definition and delimitation of their main tasks and functions, personal responsibility of managers and employees for proper execution of the assigned duties is being established.

Effective mechanisms of analysis, assessment and forecasting of processes of passportization of the population, departure, entry and stay in the Republic of Uzbekistan, admission, withdrawal and loss of citizenship, granting political asylum, ensuring effective planning and organization of activities in this sphere are being introduced.

The system of prevention, detection and suppression of violations of the rules of the passport system, facts of illegal migration on the basis of comprehensive study of causes and conditions contributing to them is being improved. Close cooperation is being established with ministries and departments in issues of ensuring compliance with the rules of the passport system, migration processes and citizenship registration, implementation of international agreements on cooperation in this sphere.

Widespread use of modern information and communication technologies, facilitating the simplification of procedures and transparency in provision of public services, strengthening of the material and technical base of the migration service departments and citizenship registration, is envisaged.

An electronic system of rendering public services and regulating the admission of citizens on issues of the passport system, which provides a contactless form of interaction, will be introduced into the activities of the migration service and citizenship registration departments. An electronic system will be developed and introduced from May 1, 2018, ensuring a simplified procedure of providing public services, including the issuance of biometric documents, consideration and registration of documents for traveling abroad, obtaining a permanent and temporary residence permit, registration at the place of residence, as well as providing address- reference data.

Department of electronic information systems is established in the structure of the Main department for migration and registration of citizenship of the Ministry of Internal Affairs of the Republic of Uzbekistan within the total established number of staff.

At the seminar, employees working in the sphere of migration and registration of citizenship are given instructions on ensuring effective execution of tasks arising from the resolution.
