Effective legislative mechanism
The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan hosted a conference, devoted to topical issues of improving legislation on civil society institutions in the Year of a healthy mother and a child. Members of the Parliament, representatives of law enforcement bodies, civil society institutions, scientists and experts took part at the event.

As a results of taken legal, organizational, economic measures and social support, civil society institutions are sustainably developing. At present over 8300 nongovernmental noncommercial organizations operate in our country.
In the process of civil society formation some functions of the state are gradually being transferred to civil society institutions. This, in its turn, created a possibility of establishing effective public control by NGOs over the state and its bodies.
Public oversight is given a constitutional status in our country, which is secured in article 32 of the Basic law. In accordance with it, citizens of Uzbekistan have a right to take part in managing the affairs of the society and the state both directly and through their representatives. Such participation is carried out via self-governance, conducting referenda and democratic formation of state bodies, as well as developing and improving public oversight over the activity of state bodies. Necessary measures to reflect this constitutional norm in laws, further improving the public oversight institution. In particular, the laws "On parliamentary oversight" and "On public oversight" are being developed.
In his speech at the ceremonial meeting, dedicated to 23rd anniversary of the Constitution of the Republic of Uzbekistan, the head of our state has particularly noted the issue of establishing the effective system of forecasting and planning legislative activity.
It is well-known that the effectiveness of the checks-and-balances system depends on the parliament. Not only legislative activity, but also carrying out oversight functions has an important role. In this regard, the necessity to ensure implementation of laws after their adoption, in particular, establishing public oversight and control by people's representatives over the pace of implementation of legislative norms by public officials.
Also, timely adoption of documents, determining legal mechanisms of practical implementation of norms, set by the law, realization of by-laws is required.
The works, carried out in this area and future activities were discussed at the conference. The participants shared views on improving the quality of laws and improving the mechanisms of their implementation.
