One of the fundamental conventions of the United Nations Organization in the field of human rights is the Convention against torture and other cruel, inhuman or degrading treatment or punishment. This convention was ratified by Uzbekistan in 1995, and national reports on its implementation are sent to the UN in due time.

Hearing of the Fifth National Report of the Republic of Uzbekistan on implementation of provisions of the Convention against torture and other cruel, inhuman or degrading treatment or punishment was held at the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan by the Committee of the lower house of parliament on democratic institutions, NGOs and civil society institutions.

The event was attended by members of the expert group of the committee, responsible officials of the National Center for Human Rights of Uzbekistan, representatives of the Supreme Court, the Prosecutor General’s Office, the ministries of internal affairs, justice, and deputies.

At the event, it was emphasized that our country ranks among the world’s leading states on issues of implementation of international human rights norms in national legislation, strict observance of international treaty obligations in the field of human rights. Uzbekistan as an equal subject of international law is a party to more than 70 universal and regional international human rights treaties, in particular, the 10 main UN treaties.

At the hearing, it was emphasized that the Law of the Republic of Uzbekistan “On introducing amendments and addenda to certain legislative acts in connection with the abolition of the death penalty” was adopted based on norms and provisions of international law and on the basis of the Constitution of our country, and since January 1, 2008, the death penalty has been completely abolished in our country. Prohibition on forwarding additional requirements restricting the principle of openness of consideration of criminal cases in court, except cases directly specified in the Criminal Procedure Code, has become the next step in ensuring human rights and freedoms in our country.

A vivid example of human policy is the decree of the President on pardoning 2 700 people, announced in connection with the 25th anniversary of the adoption of the Constitution of the Republic of Uzbekistan. In the Address of the Head of the state to the Oliy Majlis it was specially noted that cases of torture, mental and physical impact, other kinds of violence towards arrested persons and those brought to justice will be not allowed in Uzbekistan, which places great responsibility on parliament and deputies.

At the event, participants expressed their opinions on the Fifth National Report, its improvement, as well as practical suggestions on problems in the sphere and their solution.
