Deputies considered draft laws concerning improvement of quality of people’s lifeOn May 10, 2018, deputies considered a number of draft laws that had previously been discussed at meetings of factions of political parties, a deputy group from the Ecological Movement of Uzbekistan, committees and their expert groups, at the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
First, deputies discussed the agenda of the meeting, proposed by the Kengash of the Legislative Chamber. Members of the faction of the Democratic Party of Uzbekistan “Milliy tiklanish” in connection with insufficient coverage of issues proposed to remove from the agenda the draft law on introducing amendments to the Code of Administrative Responsibility providing for increased responsibility for evading the execution of requirements on ensuring unhindered access of persons with disabilities to engineering, transport and social infrastructures, as well as violation of their rights, freedoms and legitimate interests. On the results of voting the draft law was excluded from the agenda of the meeting. The responsible committee was instructed to improve this draft law together with the subject of the legislative initiative for re-introduction to the meeting of the Legislative Chamber.
Then deputies began their work from discussing in the second reading the draft law “On introducing amendments to the Article 8 of the Law of the Republic of Uzbekistan “On the Cabinet of Ministers of the Republic of Uzbekistan”, conceptually approved in the first reading at the meeting of the lower house of parliament in early February this year.
As it was noted, in accordance with the objectives of the Action Strategy, as well as in order to further improve the organizational and legal mechanisms of interaction between the Cabinet of Ministers and the chambers of the Oliy Majlis of the Republic of Uzbekistan, the resolution of the President of the Republic of Uzbekistan “On introduction of the post of the Plenipotentiary of the Cabinet of Ministers of the Republic of Uzbekistan in the Oliy Majlis of the Republic of Uzbekistan” was adopted.
It was emphasized that the adoption of the law would serve to further improvement of the organizational and legal mechanisms of interaction of the Cabinet of Ministers with the chambers of the Oliy Majlis of the Republic of Uzbekistan, increasing the effectiveness of its participation in the legislative process and implementation of parliamentary control over the activities of executive bodies.
Further, deputies discussed in the second reading the draft law that provides for introduction of amendments and additions to a number of laws aimed at increasing personal interest and responsibility of the heads of farms, dehkan farms and homestead landholders in effective use of sown areas, establishing an effective system of public control on a legal basis.
When discussing this draft law, deputies paid special attention to expansion of the volume of benefits provided to young citizens during the tender for allocation of land for farming, a clear reflection in the legislative documents of the legal framework for providing youth with workplaces in the countryside and implementation of state youth policy.
In the second reading, the draft law providing for improvement of the norms of the Law of the Republic of Uzbekistan “On Roads”, initiated by deputies of the Legislative Chamber of the Oliy Majlis, was also considered.
After the adoption in the first reading by members of the Committee on the Issues of Industry, Construction and Trade of the lower house of parliament, a number of workshops were organized at places with participation of specialists and scientists of this sphere. The results of the analysis on improvement of the draft law have been integrated, as well as opinions of experts in this sphere were taken into account.
This project, according to the speaker, was developed on the basis of the studied in the order of control and analytical activities of the execution of requirements of the Law of the Republic of Uzbekistan “On Roads” in Jizzakh region, as well as on the results of the parliamentary request to the Deputy Prime Minister of the Republic of Uzbekistan “On the state and prospects of repair and maintenance of internal highways in the republic”.
According to deputies, the adoption of the law will contribute to further development of the economy, improving road and transport infrastructure of cities and villages, creating favorable conditions for improving the welfare of the population.
The draft law “On countering extremism” was considered at the meeting in the first reading. In the Address of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Oliy Majlis, it was noted that unstable situation in some regions of the world, which leads to intensification of migration processes, and this, in turn, promotes the spread of terrorism, extremism and turning them into a global problem.
The draft law was developed in pursuance of the decree of the President of the Republic of Uzbekistan on further implementation of the Convention of the Shanghai Cooperation Organization on countering extremism, as well as implementation of the norms of this convention.
At the meeting it was emphasized that the adoption of this draft law will contribute to ensuring security of an individual, society, protection of the constitutional order and territorial integrity of the state, preservation of civil peace, inter-ethnic and inter-religious harmony, timely prevention, detection and suppression of violations of extremism, elimination of their consequences, as well as ensuring the principle of inevitability of responsibility.
The draft law “On introducing addenda to the Article 565 of the Civil Code of the Republic of Uzbekistan”, considered in the first reading, became the object of discussions of factions of political parties.
As it was noted, the accelerated development of the tourism industry, increasing its role and contribution to the economy, diversification and improvement of the quality of services for tourists, expansion of tourism infrastructure are identified as important tasks in the Action Strategy on five priority areas of development of the Republic of Uzbekistan in 2017-2021.
The draft law proposes to introduce additions that simplify the issues of legal registration of the contract for rental of vehicles by individuals without its notarization for a period of one month. Currently, the national legislation requires a notarization of the conclusion of a car rental contract.
Factions of political parties, especially members of “Milliy tiklanish” faction, emphasized the need for improving the norms of this draft law on the basis of tasks set by the President on development of tourism in the country. In particular, expansion of the number of entities providing this type of services.
Other issues related to the powers of the Legislative Chamber of the Parliament were also discussed at the meeting.
